    • The need for measurable / objective criteria for determining quality of construction 
    • A cooperative / collaborative with the government sponsored housing mortgage insurance programs
    • Construction performance guidelines augment the other established criteria for determination of quality construction
  2. How to Use
    • Incorporate in a Home Builder Warranty Program
    • What is excluded? The Guidelines do not address every conceivable possible defect.
    • Referenced by some state laws
    • Incorporated into 3rd party warranty programs
    • Incorporate portions of it with trade contractor agreements
